Does the trailer insurance cover the cargo I’m towing?

No. Trailer insurance only covers damage caused by your trailer. If you are not at fault and another vehicle damages your cargo, you can claim compensation for the cargo - and any damage to the trailer itself - from the at-fault driver’s insurer.
